• Development of 15 poverty profiles (14 in
Trinidad, 1 in Tobago) to facilitate more
targeted delivery of programmes and
projects at the regional and community
levels;
• Conduct a Study on Multidimensional
Child Poverty in T&T by analysing data sets
from the: Household Budgetary Survey
(2009/2010), MICS (2010/2011) and the
National Population Census (2011);
• Expand the Community-based Telecentres
Project in five (5) new areas, namely; La
Brea, Siparia, Chaguanas, Sangre Grande,
Diego Martin. Additionally, three (3) satellite
TeleCentre are to be established in Couva,
Tabaquite/Talparo and Princes Town.

initiative is designed to empower people
by providing access to information and
computer-based skills;
• Monitor implementation of the RISE-
UP (Rights of Individuals to Social and
Economic Security-Universal Prosperity)
co-responsibilities under the Targeted
Conditional Cash Transfer Programme
(TCCTP) – the food support programme to
assist poor and needy families;
• Convert the TT-Card to a biometric ready
card;
• Launch the National Social Housing Project
under the Housing Pillar of RISE-UP (Direct
Construct)
• Continue work on the Consolidation of Cash
Transfer Programmes under the MPSD, as
part of the Inter-American Development
Bank (IDB) funded Reform of Social Safety
Net Programme. This initiative would seek
to expand programme coverage to the poor,
strengthen existing administrative systems
and eliminate duplication in processes;
• Pursue implementation of the UNDP Joint
Programme: Reducing Inequities and
Promoting Social Justice through MDG 1
39 While main Telecentres already exist in these areas, it
was determined that due to the high levels of poverty the
establishment of satellite centres were necessary.
Progress. This aims to improve the efficiency
of publicspendingbyenhancingcoordination
in the area of poverty reduction.

NTEGRATION
The Ministry promotes a range of initiatives
to facilitate social integration and inclusion
of special groups in society such as persons
with disabilities, socially displaced persons, ex-
prisoners and the elderly. Accordingly in fiscal
2013-2014 the Ministry would:
• Establish of a National Development Centre
for Persons with Disabilities at Carlsen Field,
Chaguanas;
• Establish of a Day Activity Centre for Persons
with Disabilities in Gasparillo;
• Continue refurbishment works at Diagnostic
Research Educational and Therapeutic
Centre for Hearing Impaired (DRETCHI);
• Establish two (2) Halfway House for ex-
prisoners in Wallerfield (men) and Claxton
Bay (women) in conjunction with Vision on
Mission;
• Expand the operations of the Inter-
Agency Unit and extend the Temporary
Implementation Strategy for the removal of
Street Dwellers in Trinidad and Tobago;
• Provide RISE-UP support for the street
dwellers initiative;
• Pursue the development of an Adult Daycare
Services Centre at Carlsen Field (proposed
site);
• Pursue the development of an Assisted
Living Facility in Penal/Debe;
• Complete reconstruction works at the Toco
Home for Senior Citizens;
• Establish a Poverty Reduction Mentoring
Programme which utilises the skills of
retirees and older persons in the areas of art
and culture, to mentor youths and restore/
uplift communities through apprenticeship
guilds.
