This is the conditional component of
the TCCTP. It is a holistic approach to
poverty reduction, which takes into
consideration conditions that may limit
a family’s effort to move out of poverty.

For the period October 2012 to March
2013,
a total of 801 clients
received
psychosocial support in the autonomy
phase of intervention and are
waiting to graduate, having obtained
employment and completed their
developmental work.
On-going discussions were held with
public & private sector organisations
as training and employment
opportunities for clients were sought.
Successful discussions were initiated
with the Multi-Sector Skills Training
Program (MUST) regarding the
securing of training opportunities for
clients in hospitality and construction.
This will be operation in the 15 regional
offices.

UTILITIES ASSISTANCE PROGRAMME
(UAP)
The UAP is a social intervention strategy,
introduced by the Government of the
Republic of Trinidad and Tobago in 2010,
which provides financial assistance to
eligible citizens to ensure their continued
access to basic utilities such as water
and electricity.
The Programme is aimed at ensuring
that low income customers of theWater
and Sewerage Authority (WASA) and
the Trinidad and Tobago Electricity
Commission (T&TEC) have continued
access to basic utilities through the
provision of a subsidy on electricity and
water.
It is also aimed at enhancing the real
income of programme beneficiaries by
cushioning the effects of the rising cost
of utilities.

For the period October 2012 to
March 2013 a total of
11, 421 persons
received the subsidy.
This figure indicates an increase over
the last reporting period’s total of
10,666 recipients.
Cabinet’s approval was sought for the
increase in the electricity usage level
criterion from 400 to 500 k Wh to
allow more needy persons to benefit
from the subsidy.
