6.8 MINISTRY OF
LABOUR, SMALL AND
MICRO ENTERPRISE
DEVELOPMENT
The Ministry will engage in the following key
initiatives in fiscal 2014:

A
DMINISTRATION
• Development of a modernised Labour
Market Information System (LMIS)
This programme will include the following
activities:
• Public Sector Vacancy Survey
• A Limited Vacancy Survey for the private and
public sectors
• Survey on Youth Employment
• Monitoring of trends and changes in the
labour market
• The Standing National Labour Market
Council (SNLMC) and its role in a Modern
Labour Market Information System
The Ministry, in collaboration with the Standing
National Labour Market Council (SNLMC)
proposes to conduct a Labour Market
Information conference aimed at bringing
together information and research on the labour
market in the region in a single forum.This would
further guide the development of labour market
information for use by policymakers and other
key stakeholders.
• National Productivity Centre
The Ministry, in collaboration with the National
Productivity Council, is purposing to establish
a National Productivity Centre over the period
2014 -2016. The Centre is expected to be the
medium to raise awareness on the benefits
of improving productivity and how it can be
improved.
• Development of a Register of Domestic
Workers
The Ministry proposes to develop a marketing
strategy that would continue the momentum
achieved with the launch of the Register for
Domestic Workers in 2012/2013.
• Labour Advocate Training Programme
This project will entail Labour Advocate Training
for identified communities. It is proposed that 2
modules of this training, comprising 30 persons
each, will be conducted.
• Development of a National Labour
Inspection Policy
The Ministry proposes to develop a National
Labour Inspection Policy, which is aimed at
providing a reference for both Labour Inspectors
and “users” (employers, workers and the
general public) on how the labour inspections
are conducted. It is anticipated that the policy
will ensure transparency in the operations of the
Labour Inspectorate Unit and its relationships
with the stakeholders. The policy will also give a
clear direction to the mandate of Labour Unit.
• Enhancement
of
Mechanisms
for
Industrial Peace
In fiscal 2014, theMinistryproposes toundertake
a series of lectures, seminars and outer outreach
activities targeted at the general public in order
to promote industrial peace, along with several
preventative and proactive strategies for
managing labour conflict.
• Establishment of a Heroes Park and
Museum in Fyzabad, Trinidad (Continuing)
This project which commenced in fiscal year
2012/2013 will continue in fiscal 2014. Some of
its major components include:
• Establishment of a Management Company
responsible for the operationalisation of the
HeroesPark andMuseumand the design and
