Tertiary Education
114.
The THA has been allocated $1 million for investment in tertiary education. For the
continuation of projects including the development of a facility for the Caribbean Union College
and the expansion of the Tobago Technical School.

Under the libraries programme, an amount of $13.9 million was allocated for expansion
of the library collection, upgrade of library facilities and installation of hardware and software
for networking of the library.
Skills Development
116.
For fiscal 2014, an amount of $3.8 million has been provided for the following:
acquisition of new training equipment and materials for the Roxborough Trade Centre
infrastructural work, technical vocational training and upgrade of equipment at
Patience Hill Skills Development Centre
construction of retaining walls at the western end of Whim Skills Development
Centre
upgrade works to the technical vocational facility at Signal Hill
Special Education

Programmes to address the needs of the differently-abled will continue to be a priority in
fiscal year 2014 whereby investments of $1.5 million will finance the construction of a school
for the deaf and the upgrade of Happy Haven School.
Capacity Building/Institutional Strengthening
118.
A number of projects, designed to build human and institutional capacity, will continue to
be implemented in Tobago in 2014. The sum of $1.8 million has been allocated for the
