Ninety-six (96) families received counselling during fiscal 2013. Outreach to pre-school
children was also initiated this financial year using the TRINITY SMART programme
workshops. Five (5) secondary schools received substance abuse and life skills training.

The Programme for Adolescent Mothers (PAM) at All Fields Trace, Lowlands continued
to provide academic and vocational training to teenage mothers. Twenty-five (25) mothers were
registered with the programme, with ten (10) babies supervised at the nursery. During the period,
twelve (12) participants received on-the-job training; four (4) mothers returned to school; twelve
(12) mothers passed School Leaving Examinations.

Participants received life skills training such as financial management and
parenting/counselling sessions were provided to fathers; and staff received training in effective
communication, conflict resolution, parenting education and stress management.
67.
Twenty-nine (29) persons were enrolled at the Vocation Centre for Persons with Mental
Challenges which equipped persons with disabilities to better assimilate into society, by
providing academic training (e.g.Computer Studies and Remedial Mathematics and English);
vocational training (e.g. food preparation and woodwork); life skills training; and participation in
social events.
Community Development
68.
The THA continued to keep the development of communities as a priority in fiscal year
2014. Out of an allocation of $20.6 million, the sum of $18.8 million was utilised to:
•
repair and upgrade community centres at Mason Hall, Moriah and Glamorgan
•
furnish and commission a computer room at the Parlatuvier community centre and at
the Betsy’s Hope Multi-Purpose Facility

The Department of Youth Affairs spent the sum of $3.7 million on the improvement of
Youth development programmes and projects in Tobago.
