CHAPTER 5: REVIEW OF SOCIAL PROGRAMMES
AND INITIATIVES FOR 2013
This chapter examines the initiatives undertaken
by core and ancillary social sector Ministries in
fiscal 2013 which have been aligned with the
seven interconnected pillars for sustainable
developmentaswellastheNationalPerformance
Framework (NPF). The SSIP report focuses
primarily on three of the seven pillars outlined
by the GORTT:
i. People-Centred Development,
ii. Poverty Eradication and Social Justice and
iii. National and Personal Security.
This review allows for continuous monitoring
of the progress towards the attainment of the
country’s social developmental targets through
examination of each programme in the social
sector. Table 5.I shows the interconnected pillars
for sustainable development. Where applicable,
outputs and outcomes of the programmes have
been aligned with the NPF.

In fiscal 2013, it was observed that the core
social sectorMinistries expended, inmost cases,
more than 100% of their budgeted allocations.
Table 5.II shows a comparison of budgeted
allocations and estimated expenditure on social
programmes and initiatives of key social sector
Ministries and the Social Services Division of the
Tobago House of Assembly for fiscal 2013.
