PROJECTS/INITIATIVES
IMPLEMENTED IN FISCAL
2013
A number of social programmes, projects,
policies and other initiatives were developed and
implemented in fiscal 2013, based on primary
research and a needs assessment of the social
sector. It is expected that these initiatives will
complement
the
existing
safety
net
arrangements in Trinidad and Tobago and would
serve to sustainably improve the quality of life of
the citizenry. Some of these initiatives are listed
in Box 4.I.

4.3 THE INTER-MINISTERIAL
RESEARCH COUNCIL
(I-MRC) REPORT FOR
FISCAL 2013
The Inter-Ministerial Research Council (I-MRC)
was established in 2009 and has as its mandate,
coordination of the national social research
agenda, promotion of the institutionalisation of
the conduct of the Surveys of Living Conditions
(SLC) and encouragement of the sharing of
data across Ministries. During its tenure the
following achievements were accomplished by
the Council:
• The development and overseeing of
implementation of the Social Research
Agenda 2011-2012;
• The development of a database of social
research from 2003 to present;
• The strengthening of the internal capacity
of Research Units within the Social Sector
through exposure to training opportunities;
• The planning and management of the
conduct of the Multiple Indicator Cluster
Survey 4 (MICS 4);
• The production of a Quarterly Bulletin on
the work of the Council and research being
undertaken in the Social Sector.
As previously indicated, one of the major
research studies coordinated by the I-MRC, and
undertaken by the Ministry of the People and
Social Development, in collaboration with the
Central Statistical Office (CSO), was theMultiple
Indicator Cluster Survey 4 (MICS 4). Developed
by theUnitedNations Children’s Fund (UNICEF),
the MICS is a household survey programme
designed to monitor human development in
general, and in particular the situation of women
and children as relates to the World Summit
Goals. Data collected through MICS4 will
provide one of the largest single sources of data
for MDG monitoring. The MICS would therefore
assist the GoRTT in filling data gaps, capturing
rapid changes in key indicators and expanding
