CHAPTER 4: OVERVIEW OF THE SOCIAL SECTOR FOR 2013
programmes geared towards poverty reduction
and enhancing the welfare of Tobagonians. In
this regard, the activities undertaken in fiscal
2013 included the following:
• Completed the Financial Complex;
• Installed lighting at various playing fields at a
cost of TT$22.3 million;
• Upgrade Recreation Grounds in Mt. St.
George, Roxborough, Plymouth, Shaw Park,
Mason Hall, Moriah, Speyside, Signal Hill,
Goodwood, Lambeau and Montgomery;
• Continued modernisation of Tobago’s road
infrastructure, through the resurfacing,
upgrading and rehabilitating of roads,
sidewalks and the constructing of new
bridges;
• Invested TT$3.6 million in the development
and maintenance of agriculture access
roads;
• Transferred hospital operations to the new
Scarborough Hospital Facilities at Signal Hill;
• Constructed the first Factory Shell at Cove;
and started construction of a second and
related civil and utilities infrastructure works;
• Completed and commissioned three Multi-
Purpose Community Facilities at Speyside,
John Dial and Parlatuvier;
• Completed and commissioned the Black
Rock Pan Theatre;
• Constructed or refurbished Community
Centres and Multi-purpose Community
Facilities at Mason Hall, Delaford, Betsy’s
Hope, Speyside, Lowlands and Bethesda;
and Mini-Malls at Calder Hall, Signal Hill and
Adventure;
• Provided computer literacy training and
internet access at the community-based
walk-in multi-purpose tele-centres at Belle
Garden, John Dial, Parlatuvier, Mary’s Hill,
Buccoo, Black Rock, Argyle and Glamorgan;
• Introduced the Y-Zone, by commissioning
the first of seven Zones in Calder Hall; the
Y-Zone offers free computer facilities and
training, as well as counselling to residents;
• Implemented the Tobago Night Market
initiative, which is designed to foster the
entrepreneurial
spirit
among
various
community members, through the display
of skills and talents acquired through the
outreach programmes of the Division of
Community Development and Culture;
• Established the Woman’s Economic and
Technology Empowerment Centre (WE-
TEC),which attends to the needs of domestic
violence victims;
• Continued efforts towards the completion of
the Scarborough Library and the Shaw Park
Cultural Complex.
EXPANSION AND IMPROVEMENT OF THE
SERVICES OFFERED BY THE THA
In fiscal 2013, other achievements of the
Assembly, in terms of the expansion and
improvements in the areas of social services,
education, sports and health, included:
• Strengthened the social assistance network,
with TT$1.6 million of assistance provided
to needy patients, TT$21,367 million to
students experiencing financial challenges;
and the emergency assistance provided by
Tobago Emergency Management Agency
(TEMA);
• Launched the YES Programme, to provide
employment and other related assistance to
young unemployed persons;
• Introduced the THA Emergency Social
Assistance Card;
• Provided Tertiary Education Financial
Assistance toTobago students in the amount
of TT$6 million;
• Distributed to 390 beneficiaries over TT$1
million in Home Improvement Grants;
• Increased the number of young people
participating in the Tobago Young Adults
Home Land Ownership Saving Plan;
• Provided Agricultural Incentive Grants to
farmers, costing TT$1 million;
