CHAPTER 3: NATIONAL SOCIAL SITUATION
For fiscal 2013, the Ministry undertook several
initiatives that significantly impacted the lives of
students from pre-primary to secondary levels.
These achievements in the area of Performance,
Learning Environment, and ICT Integration are
detailed hereunder:
A. Students’ Performance
The performance for students in three
examinations is provided - Secondary Entrance
Assessment (SEA), Caribbean Secondary
Education Certificate Examination (CSEC), and
Caribbean Advanced Proficiency Examination
(CAPE):
Secondary Entrance Assessment
• A total of 18, 036 students wrote the SEA
in 2013; (9170 boys and 8866 girls), which
represented an increase of approximately
1% from 2012;
• There was amarginal increase in the number
of students repeating the SEA from 317 in
2012, (2.1% of total students) to 417 in 2013,
(2.3% of total students);
• While the number of students attaining 95%
or above on average fell from 166 in 2012
to 73 in 2013, there was also a decrease in
the percentage of students scoring 30% or
below from 9.1 in 2012 to 8.9 in 2013.
Caribbean Secondary Education Certificate
Examination (CSEC)
• A total of 30,791 candidates were registered
for 35 subjects at the 2012 CSEC. Of the
total 110,795 subject entries, 65, 936 or
approximately 60% obtained Grades 1 – III.
Approximately 43% of the students (6,502)
were successful in five or more subjects.
Approximately 35% of students (5,135
students) obtained five or more subjects
with English A and Mathematics.
CaribbeanAdvancedProficiency Examination
(CAPE)
• The performance of students at CAPE
examination has been consistently high
over the period 2008-2012. Over 90% of the
students gained passes in Unit I and Unit II
over the five years except for the year 2010,
when 88% gained passes in Units I and II.
In 2012, the passes for Unit I and II subject
entries were 94% and 93% respectively.
B. Learning Environment
In efforts toward improving the learning
environment, the following were achieved:
• Construction of one primary school,
Enterprise Government, in March 2013;
• Construction work is near completion for
eight additional secondary schools, namely:
Five Rivers Secondary (91.5%), Barataria
North Secondary (80.5%), St. Joseph
Secondary (85.5%), Carapichaima West
Secondary (78.5%), Mt Hope Secondary
(80%), Princes Town East Secondary (75%),
Aranguez North Secondary and (Phase 1
and 2, 99.9%, Phase 3, 90%), Couva West
Secondary (98.5%);
• Construction work is ongoing at three
additional secondary schools, St. Augustine
Secondary (70%), Lakshmi Girls (final stage
of a multi-purpose hall 75%), Hillview Boys
(upgrade of existing labs 62%);
• Construction
of

pre-engineered
classrooms (98%) at Diego Martin North
Secondary;
• Completion of drainage work at Shiva Boys
and Parvati Girls.
C. Integrating ICTs in Education – Laptop
Initiative
In fiscal year 2012/2013, 17,362 laptops were
distributed to Form 1 students in 152 secondary
schools, under the eCAL-Laptop Initiative. All
laptops were imaged with a total of 29 software
