NFORMATION
In fiscal 2013, The MLSMED, through the Labour
Market Unit:
• Drafted in collaboration with the ILO
Regional Sub-office, the project document
for development of a Labour Administration
Information System of Trinidad and Tobago
(LAMISTT). This system is expected to
provide timely reports on the status of the
labour market, identify existing gaps and
inconsistencies between training and skills
needs. The model is currently being piloted.
• Engaged a consultant for the production
of a reporting template for the periodic
analysis of the labour market, as well as for
the design of methodologies and techniques
for labour market analysis, identification
of data requirements and timelines for
implementation. The Consultant’s report is
expected to be finalised and submitted to
the Ministry in Fiscal 2013.
• In fiscal 2012, consultancy services were
procured for the conduct of the National
Job Vacancy Survey in the private sector.
The Survey will provide data on the demand
for labour by government, businesses, job-
seekers and analysts as to the types of jobs
skills and capabilities required by employers
by industry, occupation and geographic area
in T&T. The final report is currently under
review.
Other achievements by the MLSMED, for fiscal
2013, in the area of outreach include:
• Conducted the third leg of the Labour
Advocate Training Programme, which was
initially launched in 2012. Training was held
at the Cipriani College for Labour and Co-
operative Studies over the period February
to March 2013. This phase hosted twenty-
eight (28) participants from Community
Development Divisions, Trinidad Youth
Council, and the National Centre for
Persons with Disabilities and Faith-Based
Organisations;
• Hosted twoMall Outreachactivities inLabour
Month -June 2013, one in East Trinidad and
the other in South Trinidad under the banner
“ The Caribbean and Labour 2013 and
Beyond – Strengthening Decent Work for
Development”;
• Conducted a Community Outreach initiative
at LumTac Hill, Fyzabad on June 19 –Labour
Day;
• Commenced work for the development of
a National Labour Inspection Policy, which
would set standards for the conduct of
inspections and facilitate greater adherence
and compliance with labour laws;
• Recognised World Day for Safety and Health
at Work, 2013;
• Hosted a National Occupational Safety &
HealthWeek 2013 under the theme“National
Symposium on Occupational Diseases:
Awareness and Prevention” in April 2013. A
one-day symposiumwas also held in Tobago
at the Magdalena Grand Hotel in May 01,
2013; and
• Conducted a series of outreach programmes
throughout
Trinidad
and
Tobago
in
recognition of OSHWeek 2013.
3. CULTURE
Investment in non-traditional sectors and
the creation of niche markets are critical
ways to diversify the economy, promote
entrepreneurship and contribute towards
competitiveness and sustainability. Emerging
sectors such as culture and creative industries
present viable options.
In fiscal 2012/2013, several initiatives were
undertaken in the area of culture by the Ministry
of Arts and Multiculturalism (MAM) to develop
the cultural sector, which included:
