A key performance indicator of the Agreement was the establishment of a procedural
framework for regularising the status of farmers who had tenancies or who were squatting on
Caroni Lands.

Phase I of the process involved the development of a tenancy database which has been
completed. Phase I will involve the processing and delivery of standard agricultural leases to
legitimate tenants. Phase II will commence in 2014 and will continue over the next three years
with an investment of $50 million in the first year.
