persons were eligible for training as Mentors; 28
new Mentors were trained; and to date 20 have
been matched with mentees.
Achievements of the Mentorship Unit include:
• The Award of 124 mentor and 287 mentee
certificates to date;
• Ten deeper interventions for troubled
relationships, which involved making both
home and school visits;
• The introduction of a quarterly assessment
tool for mentees, which incorporates the Five
C’s model of Positive Youth Development -
Competence, Character, Caring, Confidence
and Connectivity;
• The hosting of its Inaugural Graduation
Ceremony, which celebrated 24 Mentor-
Mentee
relationships
successfully
completing one year.
The Programme completed its pilot phase
in April 2013 and Cabinet has approved the
continuation of the Programme for a further
three years.
iii. Citizen Security Programme (CSP)
The overall goal of the CSP is to contribute
to a reduction in crime and violence in 22
pilot communities. The programme has as its
objectives:
• A reduction in the levels of homicides,
robberies
and
wounding
in
partner
communities;
• An increase in the perception of safety in
partner communities;
• A reduction in compensation related to
firearms, child maltreatment, domestic
violence and youth violence;
• An increase in the collective efficacy to
prevent violence in partner communities.
The CSP, working in collaboration with
Non-Governmental Organisations or other
appropriate agencies, has implemented a
programme of Community-Based Social
Interventions, which are medium to long
term interventions. These interventions are
aimed at ‘reducing the risk factors for crime
and violence and enhancing the protective
factors’. The following Community-Based Social
Interventions were completed during the fiscal
year or are currently in progress (see Table 3.II).
